Recommendations
1

Ensure that the objectives and expected results of the future PNVM are consistent with the priorities of the PRSP and SCAPP, the strategic areas of the UNDAF and the SDGs.
Ensure also the most relevant national counterpart is engager (National part: Ministry of Youth and Sports).

2

Ensure that the institutional framework of the future PNVM is inclusive and adapted to the needs of the various actors concerned. (National part: Ministry of Youth and Sports).

3

Pursue advocacy efforts with the Government not only in favor of the institutionalization of the future PNVM and its appropriation by the national party. (UNDP).

4

Continue to get involved in financing the institutionalization process of the future PNVM. (UNDP, UNV and France Volontaires).

5

Involve all the players concerned by the issue of volunteering, including technical ministries, in the preparation of the Prodoc for the future PNVM and ensure its ownership by them.

6

Implement the strategy for mobilizing additional resources developed in 2016 if the duration of the project is extended.

7

Continue advocacy efforts with the national side so that the Prodoc of the future PNVM is the result of a vast participatory process. (UNDP).

8

Put in place strategies to ensure the sustainability of the project, for example, by including the project in the next national finance laws, by involving more the different categories of actors in its implementation and by mobilizing a greater number of technical and financial partners. (National part: Ministry of Youth and Sports).

9

Always plan for a withdrawal plan and the time necessary to ensure the sustainability of the gains. (UNDP and UNV).

Management Response Documents
1. Recommendation:

Ensure that the objectives and expected results of the future PNVM are consistent with the priorities of the PRSP and SCAPP, the strategic areas of the UNDAF and the SDGs.
Ensure also the most relevant national counterpart is engager (National part: Ministry of Youth and Sports).

Management Response: [Added: 2021/12/01] [Last Updated: 2021/12/17]

UNV agrees with this recommendation. Clear guidelines were proposed for any new project development that implies a concrete partnership with another UN agency and a clear alignment with SDGs. Any new UNV programmatic engagement would therefore be aligned with the SDGs and the UNSDCF. For the case of Mauritania, UNV and UNDP will hold new discussions on volunteering with the Ministry of Youth and Sports. The project ended in 2017. Therefore, UNV is not in a position to take any additional action with regard to these elements of a management response (please see Note to the File uploaded to ERC).

Management Response: [Added: 2021/12/01] [Last Updated: 2021/12/17]

UNV agrees with this recommendation. Discussion continues with the government, UNDP and UNV especially as they still want to implement their “watanaou” strategy which aims to engage youth to participate in and contribute to the national development policies. The project ended in 2017. Therefore, UNV is not in a position to take any additional action with regard to these elements of a management response (please see Note to the File uploaded to ERC).

4. Recommendation:

Continue to get involved in financing the institutionalization process of the future PNVM. (UNDP, UNV and France Volontaires).

Management Response: [Added: 2021/12/01]

UNV does not accept this recommendation. UNV and UNDP agreed not to continue any financial commitment under the current PNVM setup. Before any financial support could be considered, the new project design would need to be reviewed together with the new stakeholders involved and with stronger engagement of the government.
