Les MDL constituent l’un des effets phares du PADEL, mais n’ont aucun encrage institutionnel. Leur ancrage institutionnel est une nécessité impérieuse. Cet ancrage  à notre avis, devrait se faire en parfaite adéquation avec la grande Agence proposée issue de la fusion de l’ADL et du PNDL. Les MDL pourraient être les déclinaisons au niveau départemental de cette Agence. La réflexion en cours tendant à faire des MDL des établissements publics locaux doit aller jusqu’au bout en procédant à la fusion de l’ADL et du PNDL

The advent of Act 3 of decentralization led to full communalization and the erection of the department into a local authority. Like the federation of Technical and Financial Partners (TFP) interventions with a view to synergy in the financing of decentralization, the federation of state intervention structures in decentralization must be carried out. These are the Local Development Agency (LDA) and the National Program for Local Development. These structures must merge and constitute a large Agency for decentralization and local economic development with, if necessary, departmental variations

House of Local Development (HLD) is one of the flagship effects of LEDSP, but has no institutional inking. Their institutional anchorage is an imperative necessity. This anchoring, in our opinion, should be done in perfect harmony with the proposed large agency resulting from the merger of the LDA and the NPLD. The HLDs could be the variations at the departmental level of this Agency. The ongoing reflection on making LDCs in local public institutions must go all the way through the merger of the LDA and the NPLD

The contribution of the State in the Local Economic development fund (LEDF) must be increased and diversified. For example, the BCI and TFP (state resources) resources, a significant portion of the future oil and gas resources should be used to bail out it for the financing of local economic development. Borrowing by local authorities should also take place

In the light of the experience gained from the LEDSP/ NPLD, integrating a sustainability strategy from the outset of the project would ensure a prospect for future projects

Implementation of large-scale projects in LCs has always been preceded by an environmental impact study led by the RDA. This, in order to take account of the potential effects of the projects on the environment but also on the gender dimension. This consideration of the environmental dimension should, in future projects, integrate climate change with enormous ecosystem consequences.

Nous prenons bonne note de cette recommandation et en tiendrons compte en rapport avec la partie nationale dans l'éléboration de nouveaux projets programmes d'appui relatifs au developpment local tout en en integrant la dimension territoiralisation, creation de poles de developpement, mise en oeuvre  et suivi des ODD

Le Gouvernement est en train de réfléchir à la mise en place d’une structure technique fédératrice d’intervention des collectivités territoriales.  Notre appui futur s’inscrira de façon significative, dans des cadres de partenariats renforcés (acteurs publics au niveau national/local, secteur privé, société civile, partenaires au développement, SNU) afin de capitaliser sur les acquis des interventions des partenaires et développer des synergies pour la mise en œuvre de programmes efficaces répondant aux besoins des populations
