Justification: The final evaluation was scheduled for the second quarter of 2019 before the extension of the project. A mid-term evaluation was conducted in 2017. According to UNDP rules (POPP), for projects of less than US $ 5 million, only one evaluation is mandatory, intermediate or final, subject to requests from donors. The contract with the lessor does not mention the need for a final evaluation. In addition, the legislature is in the process of change, and it would be more appropriate to carry out this evaluation in 2020 or 2021 to measure the sustainability of actions in a changing context (renewal of elected representatives and strengthening of the structure). Consequently, we request the deletion of the final evaluation of the current cycle and its insertion in the 2021-2025 plan.
