Recommendations | |

| As the evaluation found that ISMOE showed promise of meeting the expectations set out in the Program Concept Document, a further extension followed by a reformulation of the objectives and outcomes of the Project are necessary to meet the challenges and assist in the formulation and implementation of the SDGs in Lebanon and the UN Strategy Framework |
| The design of the reformulated ISMOE should follow international practice described in the UNDP Handbook on Planning, Monitoring and Evaluating for Development Results (2009). |
| The governance and management structures should entail MOE senior management involvement in core decision making from the outset to ensure country ownership and sustainability and a systematic mechanism for consultation with stakeholders and cross –services interactions should be promoted. In addition, devolution of the future project activities to the services and departments should be an encouraging step towards building sustainable capacity in the MOE. |
| ISMOE audience should be expanded beyond the MOE. The ISMOE should expand its beneficiaries beyond the Ministry of the Environment staff and include also selected ministries and municipalities in order to reinforce the process of mainstreaming environment into other sectors. |
| A clear disengagement strategy is also required. The questions of how much longer the ISMOE should continue to exist with UNDP management support beyond 2021 should be answered as to enhance MOE ownership and ensuring the sustainability of the project activities. |
