Justification: Justification for the removal of the ICT for HPRCs project evaluation from the 2017-2021 plan: Due to COVID 19 restrictions and cautions on visiting Indigenous Communities, which had a higher degree of vulnerability, and the protracted electoral process in 2020 that impacted the functioning of the PMU and project board (no board meetings were held for 2020), the project was delayed. COVID 19 restrictions were relaxed and the IP has committed to accelerating the project implementation. Overall expenditure as at 31 March 2022 was 37% and are concentrated on one output (Output 2). The Donor and Government have in principle agreed that an extension would be required. The Country Office therefore proposes to reschedule the mid term evaluation to June 2022 so that the findings can be factored into a substantive revision paper for project extension.
