Justification: In reviewing the evaluation plan for the UNDP TTO it was noticed that a mid-term evaluation was planned in February 2020 for the Capacity Development for improved management of Multi-Lateral Environmental Agreements (MEA) for Global Environmental Benefits project. Please note that according to GEF MTR guidance note, a mid-term evaluation is not mandatory for medium-sized projects (i.e. projects valued between USD1 million and USD2 million). The value of the project is USD 1.2 million, and is thereby deemed a medium-sized project. Given this fact and the difficulties of conducting an evaluation due to the impact of COVID-19, we kindly ask that this evaluation be cancelled and summarily removed from the evaluation plan for the country office. We would also like to point out that a final evaluation for the project (deemed mandatory) is carded to occur in December of 2021.
