Justification: In the last three years implementation/progress of three key projects under the GEF/UNDP portfolio (outlined below) was significantly delayed due to government and progress was halted. 1. Integrated Semenawi and Debubawi Bahri-Buri-Irrori- Hawakil Protected Area System for Conservation of Biodiversity and Mitigation of Land Degradation, PIMS 4816 This project was stalled since 2017 and no progress was registered. The project was due to be closed on 28th March 2021. Upon the request of the Ministry of Land, Water and Environment —GEF Political Focal Point suspension for two GEF/UNDP projects a no-cost extension for the Protected Area Systems has also been secured until September 2022. 2. Restoring degraded forest landscapes and promoting community-based, sustainable and integrated natural resource management in the Rora Habab Plateau, PIMS5519 Currently the project is under suspension and the reason for this is that since the CEO endorsement of this project on 6 June 2018, the Government of Eritrea has not been able to initiate project implementation. All efforts have been made to address the challenges, which have now slowed down due to COVID-19 and ongoing political challenges in the country. UNDP has now come to an agreement with the government to suspend the project for 18 months (to 01 December 2022) to allow for appropriate arrangements to be put in place to facilitate initiation of project implementation activities. 3. Enhancing the resilience of the Tsilima Plains ecosystem through ecosystem-based adaptation, PIMS4633 Similarly, this project is also under suspension and the reason is that since the CEO endorsement of this project in August 2016, the Government of Eritrea has not been able to initiate project implementation. All efforts have been made to address the challenges, which have now slowed down due to COVID-19 and other challenges. UNDP has now come to an agreement with the government to suspend the project for 18 months (to 01 December 2022) to allow for appropriate arrangements to be put in place to facilitate initiation of project implementation activities. Conclusion: Since implementation the GEF portfolio was halted/delayed by Government for the last three years, we recommend that outcome evaluation that was due to take place on October 2021 be cancelled. A new schedule for the evaluation shall be decided once the projects start full implementation in the near future.
