1 | Disaster Planning and Management Capacities: Technical weaknesses in the design of the NERMAP were observed in the form of lacking a Results Framework. Recommendations: Develop the M&E Framework for the NERMAP with indicators and timelines, and ensure future response plans have Results Framework. Follow-up Plan: Develop M&E Framework for the NERMAP. 2 | Management of Disasters: The 2014/2016 El Nino had an impact on-set in 2015, however the country declared the Disaster in 16th February 2016. Recommendation: Increase capacity for Early Warning Systems to facilitate timely decision making on escalation of impacts of disasters. Follow-up Plan: Timely and consistent SADC FEWSNET and national weather and climate information dissemination. Focal Point: National Meteorological Services (MET) and the National Early Warning Unit (NEWU) at the Ministry of Agriculture. |
3 | Resource Mobilization: Sufficient funding is critical for the successful implementation of an emergency response. In the case of the NERMAP financial and human resources were not sufficient to carry out the interventions in the plan as determined by needs on the ground. Recommendation: Develop the Resource Mobilization Strategy and facilitate its operationalization. Fast-track the establishment of funding for disasters through the Disaster Management Fund. Follow-up plan: Develop the Resilience Strategy and Action Plan to enable food security sustenance and improved water resources management. |
