Justification: The evaluation has been canceled due to travel restrictions, ban on mass gatherings and strict lockdown in March-April related to COVID-19 pandemic, which impeded a a comprehensive evaluation of the CPD. Specifically, the evaluation of UNDP’s area-based programmes and interventions on the ground in 24 regions of Ukraine, including Recovery and Peacebuilding Programme in the East of Ukraine, would require on-site visits and direct observation, without which the quality of evaluation would have been significantly diminished. Considering that the quarantine restrictions are intact in Ukraine as of October 2020, and according to WHO assessment, the number of cases in the country is expected increase by the end of the year, it is considered not feasible to plan CPD Mid-term evaluation in 2020 without compromising its scope and quality. The year 2021 is the penultimate year in the current CPD cycle, during which the IEO will conduct the independent country programme evaluation. ICPE findings, conclusions and recommendations will serve as inputs to the process of developing the new UNDAF and UNDP country programme. If planned for 2021, CPD Mid-term evaluation would coincide in time with this independent evaluation, and overlap in terms of mission schedule, engagement of stakeholders and beneficiaries. At the same time, 3 CPD Outcome evaluations, scheduled for 2021, will help meet the objectives of the CPD Mid-term evaluation and inform UNDP’s programmatic interventions.
