Justification: In view of the fact that the evaluation questions have already been addressed by the project evaluations “Procurement Support Services to the Ministry of Health of Ukraine (completed in 2020)”, “Promoting Mainstream Policies and Services for People with Disabilities in Ukraine (2nd Phase) (completed in 2019)”, and will be addressed by evaluations of projects “Parliamentary Reform” (to be completed in 2021), and “Civil Society for Enhanced Democracy and Human Rights in Ukraine”(to be completed in 2022). The lessons learned and recommendations, received from these project evaluations, will inform the Outcome programming and the development interventions.
