Work still needs to be done to improve the lack of confidence and trust of citizens in key government institutions and politics in Moldova.

Particular attention is further needed to support the legal framework on political parties’ finance to strengthen the oversight function of the CEC to counter political corruption

To continue and up-scale the civic and voter education to enhance citizens’ knowledge and to strengthen their ability to interact with the CEC in a constructive manner

To pilot electronic voting for Moldovans living abroad to increase their participation in elections in a fair and effective manner.

A new Project Concept on continuing strengthening electoral systems and processes has been elaborated. The document is strongly focused on further enhancement of the CEC credibility by assisting with capacity building, internal governance concepts and demonstrated independence.

The new Project will pay a particular attention to expanding the partner institutions’ capacities for civic education and engagement with citizens and media in partnership with other donor-funded projects in order to ensure inclusiveness and participation and to institutionalize civic education programmes by the CEC and CICDE

4.1 UNDP shall engage with the CEC and political stakeholders to determine the opportunities to pilot an appropriate electronic voting tool for citizens working and living abroad for the next Parliamentary Elections (2023).

4.2 Strengthening and expansion of the information channels to motivate Diaspora voters to participate in elections by the physical presence at the polling stations opened abroad shall be also considered, in particular in case when the required for setting up an electronic voting tool are not available.

The new Project will support the finalization of the State Automated Information System – Elections (SAISE) Development Roadmap’s implementation, leading to a complete IT architecture that is sustainable across all electoral cycles and fully compliant with international standards.
