This is the find evaluation to conclude phase 1 of the World Bank's supported Forest Carbon Partnership Facility for REDD+ Readiness in developing countries.

Develop a formal exit strategy, with a clear action plan and priorities to support the REDD+ process, and strategies to support institutional memory, continuation of activities and staffs.

Complete some readiness work, in particular the REDD+ implementation framework (BSDS, financial mechanism, establishment of a REDD+ fund with a potential support from UNDP Multi-Partner Trust Fund Office, establishment of a REDD+ registry with FAO support, etc.) and NFI/ PSP re-measurement, and legalize the technical works through regulations and guidelines for REDD+ implementation.

The development of REDD+ Benefits Sharing Distribution System (BSDS) was supported by the FCPF Project. However, due to lack of legislative and regulatory provisions, the current work was put on hold until the Climate Change (Management) Act (2015) was reviewed. With the support of FCPF Project the CCMA was revised and submitted to the National Executive Council in October 2020. The BSDS work and NFI/ PSP re-measurement have been re-commenced and currently under consultation with CCDA and key stakeholders. It will be finalized by the end of February 2021.

UNDP CO, PMU and FAO 2021/08 Completed Within the GEF 6 Project on financing protected areas UNDP Country Office has closely been working with lead government agency, the Conservation and Environmental Protection Authority (CEPA) and other respected stakeholders to establish PNG’s Biodiversity and Climate Fund to accommodate REDD+ related projects. Furthermore, based on successful results of UNDP’s FCPF REDD+ Readiness project, FAO is in process of developing a Results Based Payment proposal to the Green Climate Fund. These actions allow the country to successfully transit Readiness Phase to Implementation. History

In order to consider pilot projects to implement REDD+, FCPF Project and CCDA REDD+ team started involvement of project developers to be part of the REDD+ operationalization. This includes development of REDD+ Guidelines on Nested Approach and the development of Safeguards Information System (SIS) Standard Operating Procedures (SOP). The SOPs are developed and will be finalized by March 2021.

UNDP CO 2021/09 Initiated The CCDA is in process of the development of the National REDD+ Development Guidelines (NRDG). The NRDG provides clear step by step process of doing REDD+, whether, voluntary or compliance, give a clear indication of how different players participate in REDD+, for example, land holding communities, private sectors and government entities. The list of pilot projects have been identified and CCDA is now working with different stakeholders including development partners and pilot project developers to discuss management arrangements structure for REDD+, however, it’s been taking time. The delay is caused by level of perceptions of REDD+ Operationalization by the Political Decision Makers and engagement of Pilot Project Developers to follow National Approach. It is expected to finalise the Guidelines by 31 August 2021 History
