Take the necessary steps for the establishment of the Steering Committee and thus facilitate the establishment of the Regional Advisory Committee

UNV agrees with this recommendation. It was planned in the design to set up these committees to ensure the management and sustainability of the program. The change in supervision during the implementation of the program did not favor the implementation, however, an alternative solution is being implemented. The two Committees will be set up no later than the first quarter of the transition phase - the project ended in 2019 and is currently in a transition phase with all main responsibilities being transferred to Government partners. Therefore, no additional key actions are being implemented with regard to these elements of a Management Response (please see Note to the File uploaded to ERC).

Encourage the Government to take the necessary measures for the signing of the letter of agreement in order to facilitate the use of the State's financial resources and thus enable the payment of the regional delegations' bonuses.

The payment of premiums to regional delegations does not ensure the sustainability of the program. However, as was foreseen in the pilot phase, in collaboration with the national side, the program team will find as far as possible an adequate mechanism to pay these bonuses. The project ended in 2019 and is currently in a transition phase with all main responsibilities being transferred to Government partners. Therefore, no additional key actions are being implemented with regard to these elements of a Management Response (please see Note to the File uploaded to ERC).

UNV agrees with this recommendation. The bill had been tabled in the assembly since December 2017, with only slow progress on the matter. There is a weakness in the appropriation of the PNVCI by the government, nevertheless, the latter wants to better understand the importance of volunteering, like most countries in the subregion. A strategy of visibility, advocacy and ownership of the PNVCI is in sight. The project ended in 2019 and is currently in a transition phase with all main responsibilities being transferred to Government partners. Therefore, UNV is not in a position to take any additional action (please see Note to the File uploaded to ERC).

UNV agrees with this recommendation. Financial sustainability lies in the ownership of the PNVCI by the government (the prime minister and the presidency) and in the clarification of the
supervision of the program in the extension phase. The project ended in 2019 and is currently in a transition phase with all main responsibilities being transferred to Government partners. Therefore, UNV is not in a position to take any additional action (please see Note to the File uploaded to ERC).
