1. Recommendation:

Address the needs and expectations raised by SECCCI, especially at the field by nurturing a dialogue with the objectives of (1) building trust with a long-term perspective and (2) develop a deep understanding of cross-border complexity with a view of developing a strategic approach to addressing cross-border developmental challenges

Recommendation fully accepted.

The linking of the SECCCI project to the Africa Borderlands Centre (ABC) in the last year of implementation has allowed several follow up actions and has connected SECCCI’s partners and outcomes to a longer-term UNDP initiative. The Africa Borderlands Centre (ABC) works to empower borderland communities across Africa and to put a spotlight on the opportunities in Africa's borderlands, through six key service offerings: 1. Knowledge creation through targeted research and analyses. 2. Evidence-based policy development and advocacy to mainstream borderlands issues. 3. High-quality technical and programming advice for borderland and cross-border initiatives. 4. Collecting and sharing of lessons learned and best practices at the cross-continental level. 5. Innovation through testing and local adaptation, emphasizing voices from borderland communities. 6. Support to the AU, RECs, and partners governments on borderland issues. In addition, the UNDP Regional Programme has extended on its own funds the contract of the SECCCI PM to ensure continued engagement and response to expectations raised by SECCCI

As mentioned above, the SECCCI project experience has been intentionally and directly connected to the work currently carried out by the ABC, whose mandate is also to review at different levels the strategic, operational and programmatic ways of doing cross-border and borderlands programming. The Africa Borderlands Centre is therefore leading on all Cross-Border work of UNDP, which includes the response to the recommendation received through this evaluation.

ABC 2021/10 Completed The Forum will strategically and substantively examine the state of play, the issues, the dynamics, the partnerships, and ongoing work supported by UNDP, as well as seek ways to tackle emerging issues concerning COVID-19 impacts and recovery, as well as regional political and economic challenges. They will take a deep-dive into the UN’s Strategy for the sub-region and identify opportunities and entry points for UNDP’s engagement linking up work across the sub-region to tap high-potential areas for cross-border cooperation, pursuing shared cross-border/sub-regional interests and priorities
3. Recommendation:

Initiate a resource-mobilization effort through initial discussions with potential donors (EU and other donors) putting forward a renewed strategic and programmatic approach on cross-border interventions

The recommendation is partially accepted, the RM phase being a further step after the definition of new programming opportunities and new ways of working. the  ABC and the RSCA have availed resources for post-SECCCI activities which couldn’t be covered with SECCCI project closure funds. This includes an important IGAD-UNDP Joint workshop, which will have programming and resource mobilization potential, as well as a consultancy dedicated to consolidating programming guidelines for quality cross-border programming. In addition to several ongoing new borderlands and cross-border projects, the ABC and the RSCA are developing new programming initiatives which will also lead to further resource mobilization opportunities.

Recommendation rejected. While strategically and programmatically this is relevant and will be mainstreamed in other actions abovementioned, no specific action is envisaged to engage with the private sector directly as a consequence of the SECCCI project while this is not directly connected to SECCCI, the ABC is working on the development and support to the private sector, including through its main focus of activities on informal trade in borderlands, as well as through engagement with private sector entities, such as the engagement with Equity Bank

Increase the visibility of cross-border & borderland interventions by increasing the political leverage of this type of interventions

Recommendation Partially accepted.

This recommendation is well taken into account and implemented through the high-level engagement of UNDP with a wide set of partners to support borderlands development through a number of initiatives (IGAD-UNDP workshop, cooperation with the African Union, engagement with GIZ and with several embassies, support to the Horn of Africa RR forum, etc). The Handover of SECCCI assets also goes in this direction, as an official ceremony will be held.
