1. Recommendation:

To reinforce the policy learning and good practices from this project, design a phase for further institutional capacity building, operationalization of decentralization and districts capacity building in a follow up - in order to scale the project learning approach.

Recommendation fully accepted. The team agrees with this recommendation, the Country office will explore funding from other climate financing sources to upscale implementation of these activities, even though this depends on discussions with Government.

2. Recommendation:

The government must follow up the work to monitor the quality of water in the areas with new water technologies demonstrated in context.

Fully accepted. The team agrees with this recommendation and in this regard. The Ministry has now put in place a robust system for monitoring of these facilities. Recently, all development partners and NGO’s working in the WASH sector were invited to the presentation of monitoring reports from the field.

4. Recommendation:

The government must reduce or waive import duties and taxes on components that are imported for the development of water supply facilities targeting rural and poor urban communities

Fully accept. UNDP recognizes the role that this recommendation would play in incentivizing the private sector’s involvement in water supply facility importation. As such, efforts will be made with the Ministry of Water Resources to see the need to champion policy reviews on tax reduction/waiver on importation of equipment for water facilities targeting rural and poor urban communities.

5. Recommendation:

GOSL and particularly the MWR put in place PPP agreements to support the effective water supply and harvesting mechanism in SL.

Fully accept. UNDP through the Local Economic Development Portfolio in collaboration with the Public-Private Partnership (PPP) unit is developing the water kiosk strategy. This is meant to promote the Rehabilitation-Operation-and-Management of water points constructed under the project. Please note that this is part of a long term process that UNDP will follow up on, and ensure it is integrated into the LED Portfolio.
