1. Recommendation:

In developing Joint Programmes of this nature, special attention should be made to formulate the Theory of Change to capture the essential approaches to deliver integrated solutions to issues identified, and the roles of UN Agencies and the Government, so that the Government will 'own' the results. Additionally, mechanisms should be set in place for better interaction amongst UN Agencies, amongst Partners, and between districts in order to improve delivery and quality, backed by a rigorous monitoring mechanism, to improve delivery

Partially agreed. UNDP has continuously consulted with multiple stakeholders, including relevant government counterparts, CSO and Private sectors during the project cycle (From the design to the evaluation). Special attention is given in terms of developing the theory of change for any joint projects supported by PBF as it is mandatory guideline, provided by the Peacebuilding Fund.

Partially Accepted. UNDP is not specifically working on the area of psychosocial since WHO is a specialised agency for the psychosocial interventions.  Recommendation specifically for WHO’s attention. However, UNDP considers assessing the interfaces and complementarities between the outcomes of the ongoing and future joint projects.

4. Recommendation:

Given the results of livelihood support for ex-combatants, and considering the vast experience already gathered on small-scale livelihood support, the Project should reassess the appropriateness of small-scale agriculture and animal husbandry ventures for individuals (UNDP).

Partially agreed. UNDP has implemented livelihood support for long time for marginalized groups. The livelihood support for ex-combatants is designed in consultation with the Ministry of resettlement, District Authorities and Technical Departments, based on the capacity of the beneficiaries, needs assessment, conducted in participation of relevant authorities and communities, and market demands. phase by phase approach is adopted in implementing livelihood development projects, to graduate from small scale livelihoods to medium scale, by linking with processing value addition and market linkages.

5. Recommendation:

Future projects should carefully choose a gazetted nodal Ministry /Agency as the nodal point and for liaison with the Government to ensure continuity of work as such entities cannot be dissolved without transferring the responsibilities to another formal entity (UNDP).

Partially agreed. This particular project worked with the gazetted Government bodies during its implementation, and with the Ministry of Resettlement and National Integration, also under the guidance of the Resident Coordinator’s office. Moving forward, the projects, including Prevention of Violent Extremisms, Support to Durable Resettlement, will fall under the SDG16 portfolio which comprises numerous Government bodies and development partners under the co-chairpersonship of the External Resources Department.

6. Recommendation:

Adopt a more rigorous and systematic M&E protocol that identifies constraints for implementation and delays in implementation, highlights stakeholder concerns and strengthens institutional linkages needed to improve implementation and adopt a more comprehensive output-based reporting at each RUNO which will help in understanding project's progress (in particular planned vs achieved). This could be used to prepare the donor report on outcomes and will serve as a centralized information system (UNICEF/UNDP/WHO).

Partially agreed. The PVE and peacebuilding work are built into the SDG16 Portfolio’s strategy which was recently revised in consultation with partners. Results are reported within the team quarterly, biannually to senior management and at least annually to the Portfolio Board. A joint project management and monitoring group formed for the Peacebuilding related joint projects such as YPI – Hidden Challenge to ensure the systematic M&E and Implementation.  The reporting mechanism is streamlined thought a comprehensive reporting at portfolio level and as well as individual project level per purpose.  The CPD end-term evaluation recently completed will also factor these recommendations into the development of the new CPD.

Organize regular meetings of partners to understand, document, and disseminate learnings from different interventions as well as joint programming (UNICEF/UNDP/WHO).

Partially agreed. Regular meetings are being held with partners particularly with regard to development of concept notes and knowledge sharing. Bimonthly working group sessions are currently being conducted with Civil Society Organisations (CSOs), and Regional knowledge exchange programs have been organised with participation of CSOs. In addition, internal meetings are held where knowledge sharing is conducted within and across teams.
