1. Recommendation:

Assure that a good results framework is developed during the PPG phase, which should have reliable baselines on output- and outcome level, and specific targets that could be used for planning of project activities and monitoring of results. This period should also be used for other detailed planning, including operative regulations and a work plan with deadlines.

High-level government was involved in the main conversations and participated actively during the PPG phase. However, due to internal government problems, there was a great delay in the project signature – the project was approved for implementation on January 2014, but PRODOC was signed on June 2015.

2. Recommendation:

Assure that the Government on high level is onboard during the design phase, that it is understood that co-financing is an international commitment, and to agree in advance on the expected date for national project approval.

Three ministries were involved during the design phase of the Project: former Ministry of Development, Industry and Innovation (MDIC), which was responsible for implementing the Sustainable Charcoal Plan for the I&S sector; the Ministry of Science, Technology and Innovation (MCTI), formerly responsible for the charcoal portfolio; and the Ministry of Environment (MMA), responsible for the development of Brazilian Nationally Appropriate Mitigation Actions (NAMAs) and for monitoring the implementation of the National Plan on Climate Change. Regarding the government co-financing, due to a legislation restructuring, the Brazilian government did not transfer the resources from the Climate Fund (Fundo Clima) – in the amount of USD 25 million. Nevertheless, the ministries that are part of the Project made in-kind contributions.

4. Recommendation:

Assure that results and lessons learned from this project are being integrated into the design of other UNDP projects that are focusing on climate change mitigation in the industry sector, especially if they cover charcoal production.

All the information generated by the project was shared with the UNDP CO and with the RTA. No internal workshop or process was adopted to disseminate information among UNDP network.

5. Recommendation:

6. Recommendation:

Take initiative to a higher-level discussion between the UNDP Resident Representative and government counterparts with the goal to promote adoption of “Strategy for the sustainable charcoal-based iron and steel industry”. The adoption of the MRV system to track sustainable charcoal production could also be included in the same conversations.

 The UNDP Project team had discussions with the government counterparts to promote the adoption of the strategy to encourage the economic, social and environmental sustainability of the Brazilian I&S industry with the use of charcoal, so that it becomes a public policy.  The MRV system was transferred and is now hosted by the Ministry of Environment (MMA). The system is currently working in the Ministry's environment/server but, despite the discussions between the UNDP Project team and MMA, the platform has not yet been made available for external access, it can only be accessed by computers within the Ministry itself.
