7. Recommendation: VLA continue to carry out mobile legal aid at prisons and correctional institutions to gradually develop ways of providing legal advice more independent
of the prison authorities and with the aim of obtaining access to advising inmates on
an individual basis without the presence of prison guards, or, at a minimum.
