1. Recommendation: A. Substantive and general issues
1. Greater efforts to review the State Budget Law including by removing the inconsistencies between the present law and the State Audit Law.
2. Further development of the audit independence to complement the review of the SBL by tightening up of the review and feedback procedures for audit reports.
3. Fostering freedom of information to underpin the free flow of information to elected bodies, the press and civil society.
4. Bespoke training programmes should be developed for the specific needs of the NA and PC members to be used also for the rest of the country.
5. To better link to other on-going reform programmes (PAR, anti-corruption, public financial mgt etc.)
6. Considering the role played by PAC-Public Accounts Committees (e.g. UK & Singapore Parliaments).
7. Donor support should continue while to sustain reform achievements, the donors should develop a exit strategy.
