1. Recommendation: Terminate the Project and direct its available resources to start a new project on synthesizing social policies based on national social vision: With the pending adoption of Kuluna al-Urdoun as the official national vision for Jordan, it is timely to initiate a project that would take its point of reference the national vision, and in particular its component on "social safety", and set the primary project's goal to translate the social component of the national vision into relevant and viable social policies. The project will aim to provide both, technical assistance to government and civil society stakeholders in the areas of social policies formulation, implementation and follow-up; and to facilitate capacity building for these purposes. In addition, the project should take cognizance of the above noted UNRISD dictum of social policy state-society nexus, and the three social policy principles (to be developmental, democratic and socially inclusive) . They can form part of the conceptual framework for formulating social policies based on the adopted national vision (or strategy). It is also important for the project to note the need to establish a unit (preferably located at MoPIC) as the institutional focal point for social policies monitoring (section 16 above). With the remaining time and funds available in the present Project, it should be possible to contract a consultant to formulate a detailed project proposal to be presented to the present Project stakeholders for discussion and approval. Based on the said discussions, a project document should be prepared that avoids the pitfalls of the present Project.

Based on the recommendations, the project has been termninated. In the meantime, the government formulated a new national policy and associated National Executive Programme. In response, the country office developed its 5 year country programme (2008-2012). The new activities are being refocused around MDGs (MDGS at the national and local levels such as in Aqaba and Zarqa governorates).
