1. Recommendation: Reinforced efforts should be made to speed up the process of the finalization of the tourism plan and the promulgation of the action plan before the next tourism season. UNDP believes this recommendation does not do justice to the risks that exist to the reserve as a result of (i) the failure to establish the Regional Park in the surrounding forest managed by the Ministry of Agriculture's Department of Forestry (ii) the possible development of privately owned land adjacent to the reserve - such as the proposed development by Dubai Capital Co. on the property owned by the Social Security Fund. Further action is required to address the risk beyond the development of a zoning plan. The pressure to alter the Forestry legislation last year is an indication of the high risks that exist.
