1. Recommendation: The Evaluation Team believes that the project "Support to Implementation of Policies in European Integration and Investment and Export Promotion - Second phase" has delivered valuable outputs and made positive progresses towards the achievement of outcomes. The performance based incentives policy has been useful to provide complementary directions and focus civil servants on the delivery of a set of additional outputs. Reflexive learning and capitalization of tools and methodologies on PBIP has been quite limited though. On a longer term perspective, support to civil service has positively evolved. CBF helped to handle the reconstruction period. Capacity substitution has been solved through PIBP. Now the Serbian legislation on Civil Servants has taken over and can build up from there. Capacity in SEIO and SIEPA has been strengthened throughout the entire course of the project -1st and 2nd phases-. Staff have been retained and collective knowledge has increased. The two institutions have become flatter, more modern. Knowledge is well spread across member staff. Knowledge is progressively becoming more institutionalized and is likely to stay. Although the achievements or successes of both institutions are difficult to attribute specifically to the project, the Team believes that the project has had definitively a positive impact on their performance and results.

The project should have been further maximized. Upcoming developments should strive to make the results orientation as robust as possible.
