1. Recommendation: An expanded SCTM role supported by international donor contributions carries the risk of offsetting the organic development of a real SCTM agenda based on the concept of membership representation. The efforts towards financial self-sufficiency will need to be supported by further own-revenue contributions and more consistent dialogue between donors on the subject of sustainability.
