1. Recommendation: UNDP should develop a new approach to country programming in Seychelles. The country programme should respond more directly to national targets, should be fully embedded and owned, and should balance more equitably the forces driving UNDP interventions. As part of an overhaul of planning and programming, UNDP should also strengthen project planning and management.

UNDP has undertaken in 2010 two major exercises ralating to assessment of development priorities. The MDG Status Report and the CCA was conducted in June and November 2010 respectively. The preparation of the MDG Ststus Report 2010 consisted of participatory assessment of the key development challenges which needs to be addressed to meet the MDGs while the Common Country Assessment exercise identified key development challenges and capacity gaps in key sectors and focus on key national development strategies and goals as well as achievements on the MDGs. The Common Country Assessment provided a rapid review of key challenges by sector and possible areas of interventions and niches for the UNDP and the UN system in line with the national priorities of the government.

2. Recommendation: With respect to the ongoing public-sector reform process, UNDP has a role to play in the forthcoming country programme. UNDP should clearly define this role. This includes determining gaps and weaknesses in the reform process and then strategically positioning UNDP based on its comparative strengths.

The new Country Programme is being prepared taking into consideration the new development context. As the Country is a NCC, it does not benefit from any core resources which would have allowed UNDP to better position itself strategically to address some of the gaps and weaknesses and new emerging issues related to social sectors. As such, the strategy approach in the new CPD will be to address capacity gaps in the areas where UNDP has the resources and the comparative advantage, by environment with poverty for instance.

Country Office 2011/12 Completed UNDp undertook a Capacity Assessment in 2011 and produced a Capacity Development Plan with support from the Regional Service Centre. The next step is to integrate Capacity Development as part of the development Planning process
3. Recommendation: UNDP should support an institutional analysis and capacity assessment of the DoE. This can be done as an integral part of the process of developing the third Environmental Management Plan of Seychelles, with finances from ongoing projects. This would include establishing indicators of capacity and capacity development.

The support to the Department of Environment as well as the formulation of the Third EMPS is already ongoing through the recent Project for Capacity Building approved in 2010. The recent restructuring of the Civil Srevices and the new role of the Department of Environment needs to be taken into consideration as DOE assumes the role of regulator and moves away from direct implementation of projects. The setting up of the Project Unit for all the GEF/Environment Projects is already a step in that direction as the projects will build capacity for an autonomous Project Unit which is still part of the Department of Environment. As UNDP will be supporting the Government in the preparation of the next 5-year National Development Plan, addressing capacity issues, the institutional analysis of the various key institutions will be undertaken in 2011. Indicators will be developed as part of the monitoring and Evaluation Plan for the new National Development Plan at the national level.

UNDP CO 2012/09 Completed The Capacity Development Plan 2011 has addressed specific functional capacity of key institutions and the Department of Environment is included in the Plan. Furthermore, the Mid term Evaluation of the Full Size GEF Project on mainstreaming biodiversity has made fiurther recommendations to build the capacity of the Department of Environment
4. Recommendation: As part of the forthcoming country programme, UNDP should develop a clear strategy to guide its work with and its support to NGOs. This may be based on a transparent analysis of the justification of supporting/creating NGOs to implement government policy or to address national priorities.

The new CPD will address NGO capacity Building as part of a Governance Programme targetted at both the State Actors and the Non State Actors (NGOS). The recently launched GEF-SGP programme in Seychelles is already supporting NGOs and CBOs to increase their role in service delivery. Under the GEF RAF allocation, a new Full Size Project will start in 2011 and will go spill over to the next country programme whereby Protected Area Management will be undertaken exclusively by the environmental NGOs.

UNDP CO 2012/06 Completed NGOs are now implementing small grants programme on human rights as part of the Governance capacity building programme. UNDP has conducted training to build the capacity of NGOs to participate in programme implementation. The GEF project on protected are is now being implemented fully by the NGOs and addressing policies on protected area management.
5. Recommendation: In order to effectively implement the forthcoming country programme, UNDP should determine ways of strengthening its Seychelles Office.

The Country Office is already pursuing with the Regional Bureau and HQ the need to establish a stronger presence in Seychelles (sub-office) and hopefully that will be finalized by end of 2011.

UNDP CO RBA 2011/01 No Longer Applicable The country office is in discussion with RBA to establish a small outpost in Seychelles staffed with sufficient programme staff to support the country programme. The CO has recruited additional personnel based permanently in Seychelles and the Head of the Programme for Seychelles undertakes longer missions to the country.

The CPD is prepared through a participatory process. While the recommendations is taken favourably, the difficulty in concluding partnership for Seychelles is due to the fact that there are very limited international partners with programme in Seychelles. UNDP has been able to conclude another partnership with the EU which will be implemented during in 2011 and during part of the next CPD. Other UN agencies are also being consulted and were part of the process for the CCA. The CO will endevour to develop partnerships as far as possible during preparation of the CPD as well as during implementation, when such possibility arises.

UNDP CO 2011/01 Completed UNDP country programme has been approved. Partnerships with partners such as the EU are well under way and further cooperation with other UN agencies are being developed for the implementation of the programme. UNDP is moving towards DaO with the other UN agencies and have developed a draft Country Framework of Assistance.
