1. Recommendation: De-concentration of project interventions to the level of provinces to enable that capacity building in the area of development coordination, planning and monitoring be extended to province and the district levels.

Agreed. In the next UNDAF starting in 2012, the project interventions will be focused to a number of selected provinces

Agreed. There have been notes taken in all project meetings, but they are not formalized (signed by all participants) and filed. This is an irregularity that will be duly corrected.

3. Recommendation: Urgent dissemination of the cooperation policy

The project is ready to finance the dissemination of the policy and the strategy for dissemination was agreed with MINEC. However, due to MINEC internal capacity (at project level), the planned activities were not carried in 2010 as planned and were postponed to take place in 2011.

Agreed. The project was designed in 2007 to end in 2009, but was further extended up to 2011. Some of the objectives and targets need to be revisited as the context has changed. They will be adjusted as part of preparation of the new UNDAF.

5. Recommendation: Creation of a budget line to fund the Development Observatories

The 2011 AWP already include a budget for funding DO logistics at provincial level. However, budget is limited as the logistical component was not originally planned in the PRODOC. UNICEF has agreed to complement the funding for DO logistics at provincial level.

6. Recommendation: CS Project IPs should include in their activities preparation of CSOs in the Observatories from districts to the province level

The CS Project IPs to build capacity of CSOs at local level to participate in the DOs, but they are not able to cover all districts and all CSOs. There is a need to prioritize and coordinate with MPD

This was the case in the past, but MINEC insisted to have a separate project. This has demonstrated to be inefficient given the low volume of transactions and activities performed by MINEC

Recommendation: Harmonization of the planning and monitoring system with PARPA and MDGs should not only be for chosen ministries but for all ministries, giving priority to those deemed priority sectors. Thus, the project should give priority to the increase of the capacity of officers of those ministries as well as of their directors in results based planning/management to strengthen even more the integration of the planning and monitoring instruments as an orientation towards results

This is true, but this will depend on the priorities defined in the new UNDAF and CPD. It will also depend on the resources availability for the project, otherwise it will be only for selected Ministries, particularly taking into account the prior recommendation to de-concentrate functions.

9. Recommendation: Establish a close relation with the UNDP Civil Society Organizations Empowerment project implemented in partnership with the Grupo Moçambicano da Dívida and Fundação para o Desenvolvimento da Comunidade

Agreed. The two projects aim at the same objective, but looking at two different ends, one the Government end and the other, the CSO end. During 2011 the Management will seek more collaboration between the two projects.

10. Recommendation: It is fundamental that the project reassumes as priority the introduction in tertiary education institutions of subjects pertaining to results based management as a means to guarantee that future planning officers are already skilled in this area

As the project is coming to an end, it is not likely that it will be possible to implement that recommendation. For the coming years, will depend on the priorities in the new UNDAF and CPD

Agreed. It is necessary to clarify roles and responsibilities between the two agencies

12. Recommendation: The quality of annual plans should be improved to ensure that they reflect the real needs and proposed activities should be effectively carried out.

Agreed, but at the time of report completion, the Plans had already finalized and approved. However, the recommendation is taken for the next planning cycle.
