The SC and TWG can only be as strong as its membership. CEO level participation on the SC in particular would greatly increase the effectiveness of the TALAVOU programme. ACEO level participation on the TWG would similarly reap positive results through consistent follow-through on decisions on the implementation of various activities.

This recommendation is unclear. UNDP does not have differing interests for the TALAVOU programme from those contained in the Strategy for the Development of Samoa and the National Youth Policy. UNDP?s main objective in supporting the TALAVOU programme is to assist the Government achieve these goals and policies within an overall coordinated framework.

The need for a comprehensive communications strategy for the TALAVOU programme has been consistently advocated by UNDP since the beginning of the project at both the SC and TWG levels. This would greatly lift the profile of the TALAVOU programme at the national and rural levels thereby improving support to the programme and youth activities generally in the country.
