For future recovery and reconstruction and/or disaster risk management projects, recommendations of the terminal evaluation are: - Increasing provisions for public education and awareness on disaster response and management; - Consideration of multi-hazard planning that integrates DRR and climate change adaptation measures in all sectors - Adopting a multi-sector approach involving relevant sectors such as the DoC, MoE, MoH, MoAF and MoWHS, to improve project implementation;. - ?Build Back Better? schemes should look beyond infrastructure; - Provision of adequate resources to improve response coordination through establishment and operationalization of Emergency Operation Centre?s (EOCs) in all districts - Community development plans should align their mandates with the current institutional environment. - Establish appropriate institutions and legal mechanisms, including identification of relevant actors, especially at the local level, in order to enable the implementation of the DM Act (when enacted); - Develop technical and managerial capacity of the Department of Disaster Management. - Strengthening of insurance companies to deal with rapid assessments and disaster compensation, as well as development of insurance models and livestock and crop insurance

UNDP 2012/12 Completed The CO submitted a detail proposal to UNDP/BCPR on a Comprehensive DRM programme for Bhutan addressing the above issues, but despite submission to 2 subsequent Bureau PACs, the proposal was not considered due to lack of resources and other priorities of BCPR.
