1. Recommendation:

Establish a regulatory and governance document aimed at setting the basis for Joint Office organization and business processes.

Agree. However, full implementation of this recommendation is outside the purview of the JO. Draft MoU has been prepared and is under final review by legal departments of the three agencies. The JO will follow up with the agencies services even though implementation of this recommendation is out of its delegation of authority.

2. Recommendation:

While the UNDAF and CCPD coexist as strategic documents, the JO has to ensure the complete alignment of results to be achieved by each agency and indicators that will measure the results. This is essential to avoid strategic disagreements.

5. Recommendation:

Strengthen the M&E system, moving towards a holistic results-oriented system for the whole CCPD.

Agree. But this recommendation is to be fully implemented through inter/agency harmonization, and therefore outside the purview of the Joint Office of UNDP, UNFPA and UNICEF. However, in the framework of new CPD cycle, the Office is working to develop integrated planing and monitoring tools. In addition, the new programme is being designed using ToC to build a very comprehensive programme based on RBM principles.

Keep the focus on providing the technical support required by the national partners to achieve the growth and poverty reduction strategies of the country.

Agree. JO recognizes that some of the outputs and indicators retained on the CCPD are not sufficiently attributable to programme intervention. Additionally, is agreed that cost-effectiveness of verification means should have been better appraised at the programme design phase. JO acknowledges the importance of a comprehensive programme design for the annual planing, monitoring and evaluation and for staff awareness/appropriation. For the new programme cycle this will be a key aspect of capacity building. Reflections is also being made on the approach to M&E system to make sure is better integrated on national systems and/or contribute to reinforce sector statistics tools whenever they do not exist.
