UNDP recognizes the needs for continued assistance in Nias Islands particularly on poverty reduction, sustainable development, and DRR. DGUPRU is looking for development partners to design future projects in Nias Islands in the areas of poverty reduction and governance.

2. Recommendation: Recommendation 2. The scope of interventions in Nias Islands should be expanded to enhance local administrative capacity in Public Financial Management

UNDP agrees with this recommendation and shares the view that interventions in the area of public financial management are important. Through various assets-related trainings under NITP, the awareness of local governments in Nias Islands on the importance of sound public financial management capacity has increased. However at this point, there are no specific local-level interventions planned for Nias Islands. It is our hope that the local government will allocate state budget to train their staff on this issue.

MoHA plans to continue to coach districts in Nias Islands on SIPKD (Regional Financial Management Information System). Under a national project, PGSP, UNDP is however working on improving regional planning and budgeting in other provinces through pro-poor planning and budgeting.

We agree with this recommendation, and it has been a common practice by UNDP to engage various local partners (government, NGOs, academics, and private sectors) to ensure faster and quicker adoption of ideas and also to ensure sustainability.

Future projects will assess the most relevant and effective partnership and cooperation strategies with local actors. Partnerships with development actors will be forged to achieve project goals and/or ensure sustainability and ownership of initiatives. This recommendation makes sense. Programme level management should ensure global practices are adopted and applied in project designs and implementation.
