Leveraging UNDP engagement in cost-shared regional programming modalities not only requires enhanced engagement with development partners but is required to forge new private sector partnerships. This also highlights a critical need for greater corporate investment to enhance field office competitiveness with larger resourced development agency programmes in the Caribbean. Effective implementation support in UNDP comparative advantage areas such as human development niches would also be enhanced by greater access to technical expertise inputs from HQ and Regional Centres

2. Recommendation: UNDP should enhance its strategic positioning of the sub-regional programme to further build on the reduction of human and social vulnerabilities (ADR implementation report), improve south-south cooperation strategies and work to a greater extent with the private sector. In line with recommendation No.11 of the ADR, greater efforts should be made to strengthen the capacity of the UNDP Barbados office to utilize and manage RBM procedures.

In line with ADR defined actions, new 2012-2016 M-CPAP formulated and realigned to take account of specific issues to support programme gaps and deficits identified: south-south cooperation, private sector, RBM and SIDS human and social vulnerabilities data collection.

Recommendation: Respondents suggest that the UNDP office in New York (RBLAC) should offer greater levels of administrative support and not leave the regional office alone to administer all programme and management tasks on its own. Evaluation recommendations for other donor organizations include: Donors should clarify their positions and priorities with respect to their roles and expectations for outcomes.

This requires specific HQ/Field collaboration to support realigned policy/programming decisions and actions which would be catalytic and enhance UNDP/ donor coordination roles and outcomes. In line with Evaluation Recommendation/Issue 1, this recommendation reinforces the need to address corporate operational and management factors that enabled or constrained the functioning and delivery of a multi-country, sub-regional programme which also support regional projects.
