1. Recommendation: An approach less ambitious in quantity and more ambitious in quality of results.
Management Response:

GELD has not fully utilized the financing instruments of Local Development Finance, and thus, did not follow the rigorous M&E, Work Planning and results based approach. This will be in the heart of the design of the global initiative IELD including a clear process oriented methodology, planning, communication strategy, advocacy strategy, resource mobilization, gender based indicators, a baseline for measuring progress among others.

PEM, GRB, UNCDF LD financing instruments, focus on Local Economic Development and Women?s economic empowerment, Public and Private investments are now all properly being integrated into the new Global Programme IELD similar to the other LD Global programmes and approaches.

Management Response:

The main weakness of GELD is that it was a standalone programme which did not fully utilize the senior technical advisors and programme officers in the field. IELD will be built and led by the various technical advisors and specialists in the field supported by a large network of gender economists through UNDP/UNWomen.

IELD is developing a comprehensive training modules targeted to local officials on various important issues related to gender and local development. Additionally, IELD is utilizing the capacity development programme GEPMI of UNDP which focuses on building capacities of officials on gender and economic empowerment which is now to be integrated in IELD.

Management Response:

LD practice has recently revised their corporate indicators in line with the new core approach. A simple methodology for ensuring the continuous monitoring and evaluation of results has been established. IELD is also based on a demand driven strategy that provides a specific financing instrument approach to the specific support needed at the country level. For example, LFI can be used as the entry point to unlock domestic capital for women?s economic empowerment and entrepreneurship at the local level.
