1. Recommendation: The recommendations and the report were shared with Implementing Partner, Rural Development & Panchayat Raj (RDPR) dept., Government of Karnataka (GoK). The subject of balance fund release by GoK and Ministry of New and Renewable Energy [MNRE] was presented by UNDP in the final Project Steering Committee [PSC] meeting. In addition, all the recommendations were presented at the PSC.

2. Recommendation: With GEF funds, preparatory activities and planning was to set up load shifting mechanism was completed. Bangalore Electricity Supply Company [BESCOM], local electricity distribution company was assigned the task by PSC to execute the assignment. Now the project is closed from UNDP side, assets transferred, GOK has been informed on the importance of this task.

3. Recommendation: Outsourcing the operations were attempted when the project was active. There were no credible proposals against the tender. At the end of project duration, M/s Pointec came up with their proposal, however, it exceeded the revenue that could be generated from the plant operations. This viability gap needs to be either filled by revising the tariff or by allocating additional funds. The Terminal Evaluation report has been shared with the IP, with the proposed recommendation for consideration.

4. Recommendation: The Terminal Evaluation report has been shared with the IP, i.e. Department of Rural Development and Panchayat Raj [Government of Karnataka]. BERI Society was created to manage the project since year 2005 itself, handhold it post closure from UNDP and to promote biopower in the state of Karnataka. However, IP has identified Karnataka State Biofuel Development Board (KSBDB) set up under RDPR itself which also has similar objectives. BERI Society is merged into KSBDB subsequent to closure by UNDP. UNDP has transferred the assets to IP who in turn have transferred it to KSBDB. KSBDB is preparing a plan to revive and continue the project to meet its overall goal of training, nurturing entrepreneurship. KSBDB to take further action.
