1. Recommendation: A formal request for the extension of the project deadline should be included in the next PIR as soon as possible.

the reason behind this finding is that The inventory will be completed in October 2013 and the two months left for the project termination will not be enough time for the disposal tenders and activities

2. Recommendation: The universities that have chemical analysis laboratories should be approached so that the project team can develop a service agreement for gas chromatography analysis of oil samples for determining PCB concentrations. The project may supply the PCB standards if necessary. The regulation soon to be approved should have the requirements for gas chromatography (GC) screening included.

GC testing is is challenged by the absence of specialized and accredited laboratories for PCBs test at the local level, laboratories in Jordan University used the GC for PCBs testing however there are doubts on using the international standard method to determine the total content of PCBs.

3. Recommendation: Awareness raising and accountability management meetings with the companies that have not been supporting the inventory sampling teams and have slowed down the process.

PCBs project team conducted a meeting chaired by SG Of the Ministry of Environment with the general managers of the main two companies who have some administrative and financial obstacles

4. Recommendation: The process for the establishing of the interim-storage installations needs to be more efficient and less time consuming process. The terms of reference should be approved and the tender process initiated as soon as possible. The project has serious time constraints at this time.

The design of the storage area was previously awarded to a company but they did not committed with submission deadline . A new RFP document was developed to include the supervision phase and it is now subject for the evaluation

5. Recommendation: A study tour to a European country that has PCB management systems in operation should be planned for the Ministry of Environment personnel that will be undertaking the monitoring and controlling of the regulation and ESM systems. This recommendation also applies to the project manager.

it is important to earn the knowledge of disposal in other countries and transfer the knowledge to Jordan , this will also help better understanding of disposal options to choose the best and the appropriate to Jordan situation

6. Recommendation: Research and evaluation of possible alternative technologies for PCB disposal should be started immediately. The tender process is slow and the background information and short list of possible suppliers can be prepared without having finished the PCB inventory.

it is planned to complete the inventory in October 2013 and the two months left for the project termination will not be enough time for the disposal tenders and activities, therefore project management started preparing the tendering documents and consulting the ITC for tendering preparation, and inventory figures will be reflected when the inventory completed

7. Recommendation: International funding agencies and local banking institutions should be approached to find alternative funding opportunities for the PCB owners to dispose of their inventories.

Due to the nature of project, project team will look for potential stakeholders not only electricity enterprises but e.g. industrial sector etc.

8. Recommendation: Travel budget allocation needs to be supplied for the project team to be able to visit the different project sites in all of Jordan and follow up on the inventory and other activities.

Due to frequent training and monitoring of technical team at stakeholders premises all over Jordan; transportation instruments is not available on spot; lack of drivers. These factors affect travel disbursements and travel budget is in shortage.

9. Recommendation: The project team needs to meet with the PCB owners and establish their elimination plans as soon as they have completed their inventories.

two companies have completed the sampling without analysis , plans will be discussed with owners after having all samples analyzed, at this stage the Ministry of Environment with the company will develop elimination plan to eliminate PCBs

10. Recommendation: the tendering process for the defining of the technical disposal alternatives should be not only published in the UNDP web page , they should also be in the local media. The incorporating of local companies in the search for a viable technical solution with foreign companies will contribute for the sustainability of the disposal option chosen once the project has ended.

the Ministry of Environment plan to hold a meeting with all interested local companies to demonstrate the case and invite them to show their interests. In addition to make the advertisement available through national newspaper, social media and by circulation by emails

11. Recommendation: There are funds that have not been used from Component 1 and 2 that would need to be reallocated for the completion of Components 2 and 3. A budget management reviewed should be done between the Project Team and UNDP officers in order to complete the necessary reallocations.

special budget revision will be carried out to allocate budget for the most important project activities in line with UNDP-GEF rules and procedures
