5. Recommendation:

Coordination with other UN agencies operating in the country should be further strengthened to ensure unity of messages delivered, efficiency and effectiveness, and to achieve higher credibility.

The management agrees with this recommendations, UNDP has taken the lead in developing and sourcing funds for two UN Joint programmes e.g. the Youth Employment Programme with ILO and 4 other UN agencies; as well as with UN women in Increasing the Political Participation of Women in Samoa (IPPWS) Project.

UNDP 2017/12 Completed The management agrees with this recommendation. The One UN Youth Employment Programme (YEP) is ongoing in close collaboration with the 5 participating UN Agencies. The development of a Phase 2 of the Increasing the Political Participation of Women in Samoa (IPPWS2), is ongoing with UN Women and several government and non-government stakeholders. The aim is to commence implementation by the second quarter 2018, with suitable funding support from DFAT and/or the Republic of Korea. History

The demand driven approach used in the formulation of the initiative has very effectively contributed to enhance commitment, ownership and embedding of the project’s results into national practices, policies and working mechanisms.

8. Recommendation:

The relative rapidity and flexibility of the initiative in addressing selected areas have also contributed to UNDP better credibility and reputation, and have minimised the shortcomings of the UN system and delivery mechanisms which are in general considered lengthy and bureaucratic.
