1. Recommendation: Recommendation 1: The following GHG activities all related to reducing GHG emission uncertainties should be considered for inclusion into a TNC Project: (1) Increasing the sample sizes of coal usages through additional field surveys that will verify or change default values for coal and other energy sectors. (2) Estimation of emissions from flaring in oil & gas and specialized O&G products such as LNG and lubricant oils through field measurements. (3) Increasing research through field surveys of N2O emissions from croplands and forestry. (4) Field sampling of paddy fields for CH4 emissions to determine emission factors that vary with seasons, climatic zones and soil types.

According to the recommendations of the final evaluation report and experiences from SNC project, the SNC research teams and PMO have realized that it is necessary to strengthen the data collection and research system for GHG emissions, develop comprehensive and integrated information and data supporting technologies, develop emission factors in line with national circumstance, and reduce uncertainties of field measured data and related emission factors. Recommendation (1) has been adopted in the TNC Project Document. Activity 1.1 will determine the main parameters for different varieties of fossil fuels in China, and will determine the oxidation factor of fossil fuels under different burning conditions. Activity 1.3 will collect, analyse and determine activity data on coal mining and post-mining activities. Recommendation (2) will not be included in TNC because it is not required in the Guidelines for the Preparation of National Communications from non-Annex I Parties. Recommendation (3) has been included in the TNC. Activity 3.2 will involve observation of N2O emission factor in the vegetable fields and orchard/tea plantation with the latest N2-CO2-GC system. Activity 4 will prepare GHG emission by sources and removal by sinks in forest and other woodland, which includes N2O emission in forest. Recommendation (4) will be included in the TNC. Activity 3.1 will supply observations of CH4 emissions from the plastic film-covered rice fields

2. Recommendation: Recommendation 2: Assistance in climate change vulnerability assessments and adaptation measures under a TNC Project should include: (1) Research work on the physical impacts of climate change; (2) Assessments of cross-sectoral impacts of climate change; (3) A methodology and indices for vulnerability assessments for various sectors such as agriculture, ecosystems, coastal zones and human health; (4) Methodologies for assessment of adaptation measures and their corresponding effectiveness; (5) Assessment of impacts of climate change to human health due to extreme weather events, relevant pathogens, intermediate hosts, vectors with temperature changes; (6) Increasing international exchanges and study tours to improve understanding of the methods of other countries in GHG inventories and CC impact and V&A assessments and to share methods that have already been developed in China; (7) Capacity building and technical training courses on climate change impact and V&A assessments, and advanced methodologies on preparing GHG inventories using experiences from Annex I countries.

The TNC project will continue strengthening the capacity building on vulnerability assessment on climate change. But we lack of experiences for assessment method of cross-sectoral impacts of climate change, it will be helpful that increasing international study and seminar to sharing experiences in improving understand of methods in GHG inventories and CC impact and V&A assessments, and that increasing capacity building and technical training courses on climate change impact and V&A assessments, and methodologies on preparing GHG inventories using experiences form Annex I countries. Recommendation 2 will be adopted in the activity 11.2.3: research work will be done to collect information on the impact of climate change on agriculture and related vulnerability assessment, the impact of climate change on water resources and related vulnerability assessment, the impact of climate change on terrestrial ecosystems and related vulnerability assessment, the impact of climate change on coastal zones and coastal areas and related vulnerability assessment, and the impact of climate change on human health. In the proposal of TNC, we already planned more international exchanges with Annex 1 countries and training activities in related fields. 3. Recommendation: Recommendation 3: The TNC Project should include assistance to improve efficiencies in updating GHG inventories for 2010 and 2012 and to enable timely delivery of the 2014 BUR.

We realize that the preparation of the TNC and BUR is under time pressure and involves heavy work. So it is necessary to accelerate the project approval process and requires for adequate and effective funding support from international community to ensure the timely delivery of the 2014 BUR. Recommendation 3 has been taken in the TNC Project Document. Activity 12 is designed to prepare China?s BUR, but the progress depends on when GEF can provide financial sponsor to China.
