1. Recommendation:

In the context of China's forestry strategy changing from afforestation to forest management, the project put forward the ideas of SFM based carbon sequestration advanced in China. It is the first time to establish a set of methodologies guidelines of SFM based carbon sequestration for forest project, which explored new forestry techniques and methods to address climate change. The guidelines and regulations would be applied in the phase of project, and be scaled up in the similar areas.

PMO and research teams have discussed the recommendations, and accept the recommendations in the work of 2016.
1) Upgrade the guideline of Concise Carbon Accounting and Monitoring for Forestry Project in Beijing to the Beijing local standards, and ask the production departments to apply this standard in production practice.

2. Recommendation:

Forestry carbon sequestration trading is based on guidelines and methodologies of SMF based carbon sequestration. The successful practices of forest carbon trade in Shunyi region to Beijing Carbon Emission Exchange institute, will promote the forestry carbon sequestration trading in China. It was very significant for forest carbon market. With the cooperation of NDRC and BMCDR, combining with pilot practices of carbon emission trading in Beijing, forestry carbon sink trade should be promoted.

Develop a new carbon sequestration and afforestation project in Fangshan District uniting with Beijing Municipal Commission of Development and Reform and Beijing Environment Exchange.

With the advantage of the capital as political, scientific and technology and international center, communication and advocacy of project results should be enhanced in particularly on guideline and rules of SFM based carbon sequestration and forest carbon trade.

Participate in national carbon sink accounting and monitoring network system construction as one of the pilot provinces and cities.

4. Recommendation:

The successful experience of the project is widely applicable in Beijing-Tianjin-Hebei Region. With the guidance of the national collaborative development policy and ecological forestry policy of Beijing-Tianjin-Hebei Region, low-carbon development should be explored in watershed forest reserves and sustainable forestry carbon sequestration management needs to be demonstrated and promoted in Beijing-Tianjin-Hebei Region based on the successful implementation of the project.

REDD+ methodologies had been decided by COP19 in Warsaw and REDD+ will be implemented as pilot in China. The guidelines of SFM based carbon sink should be improved in accord with REDD+ methodologies in next phase of Project, in order to meet international criterion.
