After end of the project, Gansu Forestry Department (GFD) will appoint an official to take responsibility for afterwards work of the project, supervise implementation of the five-year action plan of the four demonstration PAs, further disseminate project results to other PAs in Gansu Province, and improve management effectiveness and sustainability of Gansu PA system.

After the Terminal Evaluation, PMO invited specialists, representatives of stakeholders and demonstration PAs to attend a meeting organized by PMO to consult comments and recommendation for the strategy and financing plan. Currently, the two reports are under modification and improvement. We?ll adopt recommendation of the TE consultant team and will integrate the utilization of the METT into the PA system wide strategy and planning framework and will submit to GFD for approval. Meanwhile, an implementation framework will be developed to ensure smooth implementation of the strategy after the project ends.

The project is modifying and improving the financing plan in accordance with the recommendations and comments received and will submit to GFD for approval in the fourth quarter of 2014. We agree to the recommendation of TE consultant team and will develop a monitoring and evaluation framework for implementation of the financing plan.

Four demonstration PAs will record and track the income of communities and villages signing co-management agreements with PA administrations; record the job opportunities provided to communities by PA administrations and income created by the job opportunities, and record cost savings for PA administrations.

We?ll adopt this recommendation and will further develop and expand the biodiversity monitoring activities such as influence on specific species by climate change and impact on biodiversity within PA by change of visitor numbers, so as to let the monitoring results better serve for PA management.

The project will urge demonstration PAs to carry out value chain analysis and business chain on nursery sales and gradually carry out production and sales of fast-growing and high-yield plantation such as Xinjiang poplar around PAs, and diverse revenue channels of PAs. GFD will integrate the revenue industry of PAs into the development system of forestry industry and provide funding support.

Through implementing this project, four demonstration PAs have already realized the importance of community relations and business development. Lianhuashan PA is about to establish a community co-management section. Taizishan PA plans to establish business development section in mid 2015. In future work, PAs will pay more attention to community relations and business development, and will invite specialists to train PA staff regarding these two aspects, better deal with community relationship, and develop more revenue channels.

The project has consulted and built consensus with Legislation Office of Provincial Government to integrate provisions on concession services into local regulations of Gansu Province when developing the Management Regulation of GahaiZecha PA or other national nature reserves.

The collaborative management agreements reached during the project provide a framework for local stakeholders to more inclusively participate in PA management. The process of implementing these agreements would be reinforced through demonstrating alternative livelihood strategies, providing targeted skills and management training, and facilitating access to micro-finance opportunities. During remaining phase of the project, the project will utilize balance funds of provincial level co-financing funds and balance funds of the project to provide training regarding seedling cultivation and eco-tourism services to communities and residents who signed co-management agreements with PAs. The project will also invite management staff of Agricultural Development Bank of China, Agricultural Bank of China and Rural Credit Cooperatives related to microfinance to participate in the activities and develop related loan agreements. The project will help communities in Lianhuashan PA and Taohe PA to develop bee farming; help communities around Taizishan PA to carry out nursery to increase income of local farmers; help communities in Zecha Stone Forest to develop eco-tourism and ?pleasure in Tibetan?s house?; help communities around Gahai Lake to develop eco-tourism services such as catering to decrease cattle amount of local herdsmen and eliminate pressure on eco-system.
