UNDP Croatia has prepared a transition strategy and action plan with a detailed financial forecast during 2013. The plan was approved by RBEC at the level of the Regional Director, Cihan Sultanoglu, in September 2013. Its implementation continues on schedule in June 2014

UNDP launched a new global Strategic Plan 2014-2017 with a comprehensive set of guidance documents, toolkits, webinars and support-desks, aiming at overall improvement, strengthening and alignment of performance monitoring of results. The Croatia office has completed the alignment of its programme with the new global Programme Outcome and Outputs, and selected specific indicators with baselines, milestones and targets for 2017. This represents a robust RBM framework. On top of that, project-level monitoring and sets of indicators within each project RRF remain.

The project "Preparing the ground for EU funds: Creating a pipeline of project ideas for Croatia less developed areas" is agreed to be the pilot project, with documented methodology that can be replicated in other parts of Croatia. In parallel, during 9 years of programme implementation, all projects included capacity building components for the local stakeholders, and they should be ready to assume the roles and responsibilities previously held by the UNDP field offices.

The large majority of activities and capacities of the two completed projects (energy efficiency - EE and on coastal biodiversity and green business support - COAST) have been transferred to national institutions (EE) or regional-level institutions (COAST) and are continuing i.e. are sustained and are further adjusted to changing national environment. The new projects are building upon good practices and continue supporting national capacities for transition to low-emission development.
