PAN Manguezais is key for directing financing and for the conservation of mangroves; it adopts an innovative focus with an ecosystem-based social vision and sustainable use. The methodology for the elaboration of PAN Manguezal establishes the division of actions into three regions: ? Southern and South-eastern Region; ? North-eastern Region and the state of Espírito Santo; and ? Northern coastal region. The perspective is that the planning will be finalised for the three regions, after which the project will begin the implementation phase. The project will define a Pilot Area that is strategic for the implementation of PAN.

In order to define mechanisms that guarantee financial sustainability, it is necessary, in the first place, to evaluate those that have already been implemented in other areas, identify new ones, and evaluate what the costs of implementation of these mechanisms would be. With these data it will be possible to create a more accurate implementation plan, in this way testing the mechanisms that will be defined as those that are most viable. On the other hand, the project will identify the existing synergies with the GEF Mar project, still to be approved, to be able to carry out the work in an integrated and complimentary manner. This is forecast to begin immediately.

In order to create the crab management plan, it is necessary, first, to carry out a bid process in order to contract a firm that will design the plan with the Coordination for the Pilot Area. The Term of Reference that defines the actions to be carried out is being finalised, following which the bidding process process for contraction of services will begin. Still in this 6-month phase, the creation of the plan will begin. This allows posterior implementation the plan following the lessons learned and good practices extracted from the implementation of the integrated management plan for fishing.
