Project documents establish roles and responsibilities In their design. In the case of GEF projects, this is settled since the preparatory phase. The parties' roles and responsibilities and the project's governing bodies are established in the management arrangements section.

Additionally, in GEF projects, this is presented and explained in the start-up workshop, not only with the counterpart but with all the project stakeholders.

Currently there is a revision process of the UNDP´s GEF project implementation guidelines. Once concluded, those guidelines will provide more clarity on the roles, responsibilities, and monitoring mechanisms for the projects.

2. Recommendation:

Final Review recommendation 4. Continue the project collaboration, at the same time look for other sources of funding to follow up. The ecosystem-based adaptation approach at the complex level is an interesting element for developing project proposals with international donors.

The ecosystem-based adaptation approach brings to the center the United Nations Decade for Ecosystem Restoration 2021-2030 main subjects. It is aligned with the GEF requirements, specifically with its guidelines and programmatic areas of its replenishment. 7. Furthermore, the possibility of applying to the Green Climate Fund (GCF) has to be analyzed. Due to the financial dimension of its projects, it would also imply the association with other national institutions.
