1. Recommendation:

It is recommended to organize a seminar for exchanging experiences on implementation of this type of projects, with participation of potential beneficiaries and international development organizations to receive their feedback and raise possibilities for co-financing key project outputs.

The seminar to exchange experience and raise awareness about the ongoing project will be conducted by the newly launched ‘Business Climate Improvement in the regions of Uzbekistan’ project to build on already achieved results, and to mobilize resources for its implementation in 2018.

3. Recommendation:

It is recommended to develop a concept for a new UNDP project (in partnership with CCI) based on the positive results of the project implementation, as well as on the objectives of the UNDAF 2016-2020 and the target parameters of the Action Strategy for the five priority development directions of the Republic of Uzbekistan in 2017-2021. It is recommended to focus on five basic directions to cover the concept of the new project:

  • Development and implementation of the Gender Roadmap for involving women in entrepreneurship, with the broad participation of Government agencies, NGOs, and donors in the field of gender development. The Roadmap should cover the process of education of a new generation of women entrepreneurs based on the application of modern technologies, know-how, ICT, corporate governance, adaptation of banking services and microfinance;
  • Development of a methodological base and piloting several Public–private partnership (PPP) models, as well as inclusive business models based on mentoring;
  • Creation Youth Cluster in the field of ICT (in the vacant college buildings); development and implementation of new "Start-Up" initiatives in the field of ICT, their popularization in regional centers (universities) of the country. At the same time, it is necessary to establish clear quotas for girls aged 14-18 at a rate of at least 50%, involving interested donors in this process;
  • Continuation of the advisory support to CCI to develop proposals on improvement of the business environment in the country, accessibility of public services provided for businesses through e-Government;
  • Development and implementation of targeted measures, solely on the basis of co-financing, aimed at further strengthening the capacity, legal and methodological framework of the Centers for Entrepreneurship Development at CCI, as well as the OSS system.

The project document has been developed and approved at the LPAC meeting on 5 December 2017. The new project covers in general all areas with the exception of the creation of Youth cluster which will require a lot more resources than are available for the project. At the same the project does cover start-up initiatives listed in the same recommended area of work. The project document envisions development of recommendations for female entrepreneurship, support to PPP and OSS development, and provision of advisory support to CCI on improvement of the business environment in the country.

4. Recommendation:

It is recommended that UNDP-CO has to become an agency for implementation of the legal framework, methodology and models of PPP in Uzbekistan, including piloting PPPs, especially those aimed at empowering women-entrepreneurs.

In this regard, it is proposed to launch pilots in the following areas:

  • Development of private secondary and higher education;
  • Horizontal integration of exporting enterprises on PPP terms;
  • Development of outsourcing on PPP’s terms in service of the public catering facilities for medicine, education, defense; maintenance of passenger rail and air transport; transport service of state authorities and management.

Support to development of Public-Private Partnership and implementation of concrete projects are already envisioned in the Project Document of newly launched ‘Business Climate Improvement in the regions of Uzbekistan’. However, recommendation to focus on many specific areas listed is not feasible. The project in consultation with national partners will select 1 or 2 sectors where it will focus its efforts to achieve tangible progress in cooperation with all stakeholders.

Sustainable Development Cluster 2019/03 Completed To support the economic reforms, IFIs operating in Uzbekistan, especially Asian Development Bank and World Bank have become active in extending technical assistance programs attached to budgetary support loans provided to Uzbekistan in 2018, which include a component on PPP development. In mid-year of 2018, the government expressed its interest to establish a government agency that would be responsible for PPP development, which brought ambiguity towards the role of CCI in PPP development. At the same time, the government approached IFC on a solar energy project and FAD on the water for PPP schemes. At the same time, EBRD resumed its operations in Uzbekistan and started assistance with the regulatory framework. With the creation of the Agency for Public-Private Partnership development under the Ministry of Finance of the Republic of Uzbekistan in October 2018, the support to CCI in PPP development was revised in order to avoid overlaps with other donors, which initiated technical assistance programs to the Agency. The support to CCI in PPP, a concept of the PPP Expert Council on development of PPP and a strategy for supporting PPP projects by CCI was elaborated. The concept of PPP development in the tourism sector was developed and presented to CCI. Launching the PPP pilot project was put on hold due to 1) development of regulatory base (law) for PPP by the newly established Agency for PPP and 2) unavailability of the project budget. During the donor coordination meeting on December 12th with ADB, World Bank, EBRD on Public finance management, it was agreed to hold a donor meeting on PPP, which is expected to be called by Agency for PPP.
