1. Recommendation:

The project needs to have more impact on the benefits of declare NPA at the local level and to involve more local actors in the management of protected areas. The project must mobilize political influence to involve reticent partners, both private and institutional, relying on the MARN and UNDP. At the municipal level, the project must have a higher level of influence in the municipal governments to ensure budget support to achieve a reduction in the current contribution of solid waste.

MARN will mobilize its political influence in  local decision makers to enhance their commitment. Also It will strengthen the capacities of Local Ramsar Committees and Local Environmental Committees (COALES); and promote their involvement in the management of natural protected areas.

2. Recommendation:

Under its influence, the project may extend the protected areas that are declared Ramsar sites, under the category of ‘protected landscapes’. The important mangrove of La Unión Bay should also be considered for inclusion in the SNAP. This declaration should be made in the framework of a dialogue with all the private and institutional actors to reach effective management agreements, concretizing the existing management plans, and obtaining budgetary allocations from the national and local governments.

The project will continue to make efforts to carry out actions to include the “protected landscapes” management category  in the SNAPs. Also It will shift from the declaration as SNAP the islands in the Fonseca Gulf to Include the mangrove forest of La Unión Bay as SNAP.

3. Recommendation:

The project should contribute to establishing a monitoring system, in cooperation with other initiatives. This system must include emblematic species at the national level (crocodiles, marine turtles, etc.). In addition, the project should promote the development of a monitoring plan for the mangroves. The local Ramsar committees and the ROLA must be mobilized so that the monitoring serves as a forum for environmental participation and education. The MARN and UNDP must obtain the cooperation of CENDEPESCA for the better monitoring of artisanal fisheries.

Since 2018 the project has been working to develop the wetlands and NPAs monitoring system based on ecosystem health approach which includes the monitoring of emblematic species, and the mangrove forest as well. The project will include a community monitoring program and will strengthen capacities of Ramsar Local Committees and the Local Environmental Observers Network (ROLA, in Spanish). addition, once the monitoring systems is in place,  MARN will strengthen capacities of local actors including municipalities and technical staff of other government institutions in the territory. The monitoring of artisanal fisheries is full competency of CENDEPESCA. The efficiency of this activity is beyond the project’s scope.

4. Recommendation:

The project should strive to facilitate the development of the administrative structures needed to better estimate the costs of the NPAs and the establishment of fee collection systems. The project can review the established budget gap reduction targets of the NPAs that were based on overly optimistic premises.

The project is currently working to develop and implement the business plans for the NPAS as mean to generate incomes. These aim to reduce the current financial gap. However, the goals and the indicators that are established in the project results framework for the reduction of the budgetary gap are going to be reviewed.

5. Recommendation:

The project must advocate at the municipal corporation level for institutionalizing the diploma that it developed in order to ensure the maintenance of individual capacities for the management of wetlands.

6. Recommendation:

In order to maximize the scarce project funds, the project must make an impact on the use of grasslands on wetland banks and flooded pastures, or the use of irrigation watercourses, and not invest in the development of an environmental seal for livestock products. In addition, the Wetlands Unit of the MARN should improve coordination with the JICA project to avoid duplication and forge synergies.

With the support of UNDP, the project should call on the sugar associations and mills rather than on individual producers to allow access of ‘sustainable’ sugar to differentiated markets. Here, UNDP’s experience in social and environmental certification of agricultural products (commodities) at the regional level can be capitalized on

The project will continue to promote good environmental practices, in both, cattle raising and in the sugarcane production. At this moment is not expected to include a certification process due to the time and cost that it would imply. The project will develop educational materials about good environmental practices to be implemented in productive process in the buffer zones of wetlands. This will help to train  in training producers as well as the MARN technical staff.

UNDP will support and facilitate the experiences exchange to define a roadmap for social and environmental certification of agricultural products.

7. Recommendation:

The clean-up campaigns planned by the project make sense within the framework of dialogue and learning processes that involve institutional and private actors, with the aim of quantifying waste and developing solutions to reduce its discharge into rivers and coasts.

The program for the control, reduction and prevention of solid waste pollution in  wetlands will be adjusted to give greater emphasis to the development of campaigns for the removal of the accumulated waste in the wetlands. An emphasis will be put on environmental education.  Also, to reduce the solid waste pollution in rivers and coasts, it will be implemented bio-bars or similar structures. The project has plans to implement an itinerant  museum about wetlands that will serve as a tool for raising awareness among communities.

The project should abandon the strategies suggested in the project document for the elimination of Eichhornia crassipes, because they are ecologically and economically unsustainable.

9. Recommendation:

In the case of the Phalacrocorax brasilianus control program already started in the Cerrón Grande reservoir, and in the absence of the conservation unit's own resources, the project could consider extending its support for one or two additional control campaigns.

10. Recommendation:

The project must abandon the specific goal of the number of holdings managed by women in favour of monitoring socio-economic effects of the practices promoted in a differentiated manner, including impacts on child feeding and youth education.
