1. Recommendation:

Certain infrastructure interventions observed during the TE field mission require corrective action and record documentation. For example, the gates of some of the bear-proof fences were not sufficiently secure and supports were not adequately finished, and the water supply line to one of the public shower houses improperly fitted. Prior to project closure, it would be advisable to have sub-contractors make warranty reparations and prepare record documentation of the completed infrastructure interventions, not only for the examples indicated here.

After the closure of this project end of 2017, PMO will cooperate Local National Park administration and local government or other conservation project from QFD to get some financial support for these facilities prepared and performed well with management activities. These infrastructure items will be checked regularly by Three -River Source National Park Adminstration or the relative forestry management units as Makehe Forestry Bureau in future to confirm them operating well.

2. Recommendation:

According to annual incident records provided by the Qinghai Forest Police Bureau, the number of criminal cases has steadily increased over the past 5 years. An assessment of the root cause(s) of this increase should be made prior to project closure, providing guidance for QFD and National Park Administration officials for focusing their enforcement efforts.

We will contact Qinghai Forest Police Bureau to make assessment for the recent 3 yearly case records, and connect with Resource Legality Management Office of National Park Administration to take further prevention measures.

3. Recommendation:

The knowledge management system (KMS) requires further development and continued professional operational and maintenance support moving forward, in order for it to be a functional and integrated platform.  A work plan should be prepared, itemizing the specific development requirements along with associated cost estimations, and outlining estimated operation and maintenance support required over the next 2-3 years.

A new KMS operation mechanics is being constructed through QFD Information Center and Qinghai Wildlife and NR Management Bureau through the special operator training. THE KMS will formally be transferred to Qinghai Wildlife and NR Management Bureau for future maintenance.

4. Recommendation:

There are a few technical regulations and guidelines that have not yet been approved. A work plan of follow-up actions should be prepared, indicating responsibilities, estimated timeframes, and method of confirmation once actions have been fulfilled.

PMO is pushing forward the technical regulations approved and try to realize them  by 2017.Even not approved, PMO also contracted with QH Government Legal Office to monitor them to finished in the mid-term of 2018.

5. Recommendation:

Local people in the 12 demonstration villages have provided collaborative management support to the SNNR Administration, in terms of assistance with patrolling and monitoring. Whilst the project has done a good job with facilitating participatory involvement, it was apparent based upon TE field interviews that there has been some shortcomings with respect to communication on certain issues, including results of biodiversity surveys, estimated wildlife carrying capacities of the ecosystems, PA management objectives regarding wildlife populations and habitats, and data regarding trends in terms of human-wildlife conflicts. The PA management plans should be further developed incrementally, providing increasing levels of participatory management involvement, beyond patrolling and monitoring support.

QFD is helping PMO to cooperate with Three -River Source National Park Administration to strengthen the nature resource and biodiversity protection issues including regular monitoring and patrolling in 12 demonstration villages through different national park sub-area committees, and hope the successful project co-management can be extended in other SNNR district. And wildlife populations and habitat protection has been listed in Three -River Source National Park Administration’s daily plan and protection development strategy. The regulation on human-wildlife conflict has operated in Qinghai several years before, Nowadays, the Provincial Legal Office is organizing some consultants for the effectiveness estimated with the project support, more advices about the regulation will be provide soon, it is hopeful that it can be updated next year.  The new PA management plans will be updated through National Park Administration and QFD based on the project’s successful experience.

6. Recommendation:

Grassland management in Qinghai Province needs to be better synergized with conservation objectives. The Agriculture/Animal Husbandry and Forestry sectors are not effectively collaborating with respect to deciding upon grazing closures, livestock reductions, etc. A comprehensive grassland management programme should be developed that balances production goals with conservation objectives.

QFD will strengthen the cooperation with the relative sectors in grassland management, land use, livestock reduction and fence improvement. The Agriculture/Animal Husbandry department, Land-use department, Forestry sectors and the Environment Protection sector are active to be involved in GEF -6 project design and preparation work, it is confirmed that the detailed protection objectives and actions will be developed in the new project.

7. Recommendation:

Integrating the Eco-Position Programme into the PA management objectives of the province poses a formidable challenge. A training and integration programme should be developed based upon a specific strategy for this large number of eco-positions

In fact, the Eco-Position Programme has been listed into the long-term protection strategy in Qinghai PA management, there are some positions designed in different sectors, e.g., forestry position, wetland position in QFD, grassland position in Agriculture and husbandry position. And total eco-position number is arrival to more than 10000 in Qinghai province. It is  also up to National Park Administration and QH province Government decision to build up a new training programme about eco-positions because It is not only any department can be finished.

Qinghai Province has implemented a progressive revision to the key performance indicator (KPI) programme for some local governments, e.g., adopting conservation as a primary KPI in lieu of economic performance. It would be prudent to further develop this approach, e.g., formulating eco-compensation contributions according to conservation results

Yes. Since 18th Conference and 19th Conference Qinghai Government is striking on the basic principle of “Conversation First”, and especially in 3 prefectures as Yushu, Guoluo and Huangnan in Three Rivers Source core zone, KPI was adjusted several years ago. Now as a primary KPI eco- conservation is also experienced in other areas in place of economy performance, which is written into the sustainability plan as an important component in Qinghai local government.

9. Recommendation:

Based upon interviews held during the TE mission, it seems that there is an opportunity to more efficiently utilize the service of volunteers in PA management. Guided by the Three Rivers Source National Park Management Rule for Volunteers and the Three Rivers Source National Park Regulation, the National Park Administration and/or the QFD should develop a volunteer programme for assisting with PA management, including activities on biodiversity monitoring, guiding tours, community outreach, environmental education, etc. The volunteer programme should include recruitment procedures, qualification criteria, health and safety measures, and intellectual property considerations

It is a good advice, the project actually support the Three Rivers Source National Park Regulation approved, the service of volunteers is one part of the regulation. How to use and manage volunteers, there are some detailed procedure in the programme. In the following years, QFD will contact with Three Rivers Source National Park Administration to jointly arrange volunteers training, recruitment and performance in PA management, a real feasible volunteer programme to be developed needs more stockholders involved in.

10. Recommendation:

Progress towards PA business planning objectives fell short of the performance targets. PA business plans should be developed for the Qinghai Province PA’s, under a framework that recognizes the ecological goods and services provided by the PA’s. Generating revenue and financial inputs for the PA’s as a means to improve PA management, fulfilling financial, ecological, and social sustainability objectives.

Developing PA business planning is one of the project objectives, but there are some obstacles through a PA business plan to generate the revenue and financial income increased in the short term, which is not solved only by QFD and NP Administration. Possibly it need more departments including QH Government, Finance  Department and Social funds and Insurance company to be involved in the activity. And the eco-products and service in PA must be developed and supplied by professional corporation or research institutes.
