The NA and the ZHoR are unique institutions with their own political and institutional culture. The LSP was, de facto, two separate projects, and this should be made de jure in the next phase of any support, allowing bespoke engagement and outputs for each institution. Under current political environment and due to nullification of the results of elections in  Zanzibar the next phase of the LSP will be planned for two legislatures separately.

New project will support Speakers and Clerks office to better coordinate internal projects coordination through strengthening of relevant units as each parliament should be supported in establishing a project management unit that becomes a permanent fixture in the institution and is responsible for implementation and coordination of all projects.

LSP II will have a management structure that ensures donors and project directors are active members of the project boards. This will ensure their voices are heard at the highest level of discussion for the project’s implementation.

Plan for Delays in Recruitment of Project Staff

Given the key roles the CTA and M&E specialist had in implementation of the first phase of the project, UNDP opted to delay the recruitment of full-time staff for the next project, to allow time for recruitment and to build in contingencies to ensure the project is implementing while the staff are being hired.

The next project planned to have a lifespan till 2021 that allows for the early induction and support to the next term of the NA. This will allow for early engagement with the new MPs and allow time for the design of any subsequent phases of support.

Design Exit Strategy into Project Components

Support to the NA will reflect the fact that the project is multi-year and eventually come to an end. The projects for the next phase will have a built-in design to phase-out support in the final year(s) of the project. This hopefully will coincide with the establishment and/or increase in co-funding from the parliament to allow for the transfer of the work of the project to the parliament

Maintain Focus on Institutional Development

As UNDP has had success in establishing parliamentary project that support the institutional development of the NA the future projects will maintain this focus and allow potentially other projects to work more at the political governance level of the parliaments
