1. Recommendation:

The follow-up to the Project, in terms of its achievements and contributions to the effectiveness of the results, should be firmly integrated into the institutional and regulatory structure of integrated climate change management

Comprehensive acceptance. The results of the project are incorporated into the institutional and regulatory structure of integrated climate change management. In this way, the Monitoring System for NDC (SM-NDC), as well as its Peru Carbon Footprint and Registry of Mitigation Measures tools, were formalized in the Regulations of the Framework Law on Climate Change (RLMCC) promulgated by the Ministry of Environment (MINAM) in December 2019. Likewise, the measures supported by the project to be able to use the designed tools were appropriate by the Ministries and the Final Report of the Multisectoral Working Group in charge of generating information for the NDCs (GTM-NDC) was included. With the contribution of the project, it was not only possible to support the three mitigation measures that were planned, but all sectors were supported with a total of 62 mitigation measures. Likewise, the General Directorate for Climate Change and Desertification of the Ministry of the Environment (DGCCD) is working to give continuity to the processes initiated by the Project for its sustainability over time. For example, it has been considered in international cooperation projects to be carried out during 2020 and 2021, to contemplate technical assistance activities to ministries for the implementation of GHG mitigation measures, continuing with the work of strengthening the capacities formed by the PMR Project, and to support the operation of the measurement, reporting and verification tools developed.

5. Recommendation:

The incorporation of circular economy criteria and the adaptation to international advances in the subject for incorporation into the OECD are urgent issues, and MINAM - based on the achievements of the Project - should lead the effort in this regard, as It was carried out in Chile and Colombia, with the support of the MEF, UNDP, and other multilateral and bilateral cooperation entities.

The tools and processes supported by the project already admit aspects associated with the circular economy and contribute to the advancement of environmental issues for the OECD. In addition, in the framework of the elaboration of the Long-Term Strategy towards carbon neutrality by 2050, one of the pillars that have been considered is the concept of circular economy because it includes aspects such as energy efficiency, the rational use of raw materials and reuse and valuation of waste. 7. Recommendation:

8. Recommendation:

Financing mechanisms for the sustainability of the system must be developed and incorporated into the mechanisms within the framework of the NDCs. 10. Recommendation:

It is necessary to continue, beyond the closure of the Project, making progress on the subject and assuming a roadmap with critical decisions and the preparation of a concept note or similar document on carbon markets and prices in the country. The next stages of promotion of international donors, which are already in sight in the region and within the framework of the continuation of a 'PMI' project for the market implementation phase, will require a clearer country position to continue supporting Peru. in this aspect.

Comprehensive acceptance. In effect, work will continue to promote carbon markets in the country. In this sense, they hope to continue with the Agreement with the Government of Switzerland, to finalize its implementation, as advanced by the PMR Project team. Financing will also be sought to continue with the studies necessary to establish carbon price mechanisms, including access to funds from the World Bank's Partnership for Market Implementation Program (PMI), which will be launched in July 2020, to move from preparing to implement carbon pricing instruments to meet your NDC goals and long-term decarbonization strategies. On the above, there is a study, supported by the PMR Project, that analyzes the viability of a carbon price in Peru; This study will serve as the basis for proposing, together with the Ministry of Economy and Finance, a roadmap for the price of carbon.

11. Recommendation:

Faced with problems of high staff turnover and consequent changes in sectoral policies, dysfunctional initiatives regarding agreements and commitments should be foreseen and neutralized as much as possible, with persuasive work at the highest level of government. This is essential to overcome the challenges of an implementation phase.

Comprehensive acceptance. Although the findings of the final report are taken into account, in relation to the problems caused by the high turnover of officials and consequent changes in sectoral policies, it is considered that it is not an issue that can be fully anticipated by MINAM. However, mechanisms are sought to ensure the sustainability of the actions, such as the regulatory framework provided by the LMCC, which establishes functions for the sectors and regions to define and implement measures for the NDCs. Furthermore, this regulatory framework creates the CANCC as an instance to be able to make high-level decisions to give sustainability to the processes and implementation of measures.

Likewise, the technical assistance provided by MINAM, with the support of international cooperation, is a mechanism that can contribute to this process. In this sense, MINAM seeks that technical assistance be given in situ in the entities, to contribute to the strengthening of the institution. Comprehensive acceptance. A review process will be carried out between MINAM and UNDP to strengthen the progress and results of the PMR Project. However, progress has already been made in this regard and in light of the results of the PMR Project, the DGCCD and UNDP, the needs were defined in order to continue what has been achieved. In this sense, there are already advances in different processes to give continuity and strengthen the results achieved by the PMR Project.

For example, there is the UNDP Global Program NDC-SP, for a project in Peru that will be implemented until 2021, within which it will contribute to the improvement of the Carbon Footprint Peru tools and the Registry of Mitigation Measures and the preparation of the procedures for the use of these.
