1. Recommendation:

It is recommended for future projects that the goals are not dependent on each other, in order to avoid the domino effect that leads to moderate compliance when there is an interdependence and one of the goals cannot be achieved. The specific case is that the goal associated with the sale of blue dye in international markets was directly linked to the sale and delivery of fruit and the number of hectares to be harvested. The lack of records for commercialization of processed product made the other goals impossible to meet.

We agree with this recommendation. In this project, the interdependency between goals showed non-compliance of several goals due to a difficulty with one of them; while other very important and significant results were not visible from a log frame point of view.

2. Recommendation:

Goals should not be formulated solely on the sales of a product because it generates high expectations among the stakeholders, there are other co-benefits that are not measured and that are not valued in the project and that can be recognized as non-monetary benefits.

We agree. The sales of the blue dye haven’t taken off and thus jagua fruit purchases were stopped. Even though producers didn’t perceive greater income, important results were attained in the strengthening of the local commercial platform that could guarantee a steadier income for these producers in the future.

3. Recommendation:

It is important that the issue of ABS in the Ministry of the Environment is not viewed as a way to negotiate and sign a contract; it should be perceived as a means to continue to generate capacity, guidelines, instruments and transparent conditions that allow genetic resources to become a real opportunity for development.

4. Recommendation:

Project Co-financing must be associated with results compliance to avoid over-dimensioning at the time of project design. Local or national investments that are co-financing the project must be realistic so that it is possible to generate additionality and sustainability in the long term.

We agree with this recommendation. In this project, the intended co-financing proposed by BHB and Planeta was very high and depended on the success of their business plan. When this business plan failed, both organizations were unable to offer this co-financing and they even ended up withdrawing from the project.
