1. Recommendation:

Recommendation 1: The COVID-19 restrictions may not be removed soon. When planning another project these should be taken into consideration within the timeframe and the possible activities to be undertaken. Unfortunately, this is a reality we must learn to live with in all aspects.

Recent wave of COVID-19 starting from May/June 2021 has been the worst wave ever, and currently at the time of November 2021, Viet Nam decides to move on with a strategy of “live with the COVID”. Considering this, in planning for other projects, UNDP with government counterparts have taken into consideration of COVID-19 into all relevant parts at preparation and design.

2. Recommendation:

Recommendation 2: The Green Chemical Cell should continue working with the universities that have participated in the project. This will enhance the knowledge exchange that these experts can provide with respect to other GC applications.

Partially Accepted.

The Green Chemistry Cell has been established by Chemical Society of Vietnam (CSV) and located as an entity under CSV. Therefore CSV will continue to maintain the Cell after the Project finishes. The CSV and the Cell should continue working with different universities, not only the one participated with the Project. Vietnam Chemicals Agency and Chemical Society of Vietnam will ensure the workplan of CSV for the year of 2022 will be made available and promoting collaboration with universities.

3. Recommendation:

Recommendation 3: Since the Law on Chemicals is under review, the MOIT and the MONRE should request to include monitoring and control responsibilities in the fulfillment of the application of GC principles in large and small companies so that they can exercise this function.

The Project supported Viet Nam Chemicals Agency to review the implementation of the Law on Chemicals 2007, and proposing changes and recommendations. Such these recommendations should include the proposal of green chemistry principles in the report, therefore Vinachemia can use and prepare for submitting to MOIT.

4. Recommendation:

Recommendation 4: Gender equality and women’s empowerment should be enhanced with more of this type of projects that venture into areas that traditionally have not had female participation as a norm.

There has been some limitations to promote gender equality in chemical projects due to the nature of the sector and the view of the people toward the chemical and waste industries. This is fully acknowledged and should be reviewed carefully for next projects. A separate consultant on gender when designing next projects is preferred to strengthen gender equality and women empowerment.
