The ratification of the Nagoya Protocol is not technically an expected output of the project (it was considered to be in finalization phase prior to project launch), the higher visibility of the ABS issue brought by the draft ABS legal framework will allow the MEME to further push for the ratification. The ABS mechanism developed under the project is based on existing processes to grant access to biological resources by various Departments in government. This interim system can be used to process ABS requests by potential bio prospectors while the legal framework is adopted and implemented. All ABS requests are to be sent to the respective sectorial committees, under coordination from the MEME, to follow due process for granting access, while benefit-sharing clauses will be examined by the National Committee on Biodiversity (NCB), namely its ABS sub-committee.
