1. Recommendation:

For next cycle, UNDP - GOM continue the DRM support and integrate Program work on Environment, Climate Change and DRR under the overarching Resilience banner for greater impacts. Designate stable programming staff to support the new portfolio.

This recommendation has two parts. In principle, it would be advantageous to bring climate change, disaster risk reduction under the overarching banner of resilience.  However, we are sensitive to the realities on the ground where the scope of DRM in Malawi covers other areas beyond climate change and environmental issues.   So merging the two would mean narrowing the scope of disaster risk reduction. We need to monitor how DRM and CC are implementing their policies which are approved as separate for now.

2. Recommendation:

UNDP – Government of Malawi conduct as a priority a scoping of baseline line for institutional capacity building support in districts to DRM.

In principle, UNDP agrees with this recommendation.  However, the World Bank has conducted a recent capacity assessment of DoDMA (within 2017) at national and district levels and government is about to start implementing recommendations from the assessment.    UNDP, will review the assessment findings and recommendations to inform its planning.

We agree with the recommendation. UNDP will assess the interest of UN agencies in developing a joint programme during the UNDAF preparation process.

4. Recommendation:

Depending on the nature of next disaster risk management interventions, UNDP will seek alternative mechanisms for pooling. This proposal will be pursued during the formulation of the next project on disaster risk management (DRM).

The recommendation does not specify the particular functionality of DoDMA which is meant to be demonstrated.  More work is required before endorsement of the recommendation.  UNDP is not in favour of further piloting in DRM.
