1. Recommendation:

Perform a 'no-cost extension' for two years in order to achieve outcomes of sufficient quality, sustainability and impact

2. Recommendation:

UNDP is in the process of hiring a Technical Advisor at P3 level who will have as one of his/her responsibilities to support the Cuvelai project. The position will, however, be based in Luanda. UNDP has also recommended to the IP to hire a management advisor to be based in Cunene. Further, UNDP has agreed with the IP already in 2017 to hire a finance manager for the project office in Cunene

5. Recommendation:

Extend the scope and increase finances of climate change adaptation actions

UNDP fully agrees with this recommendation, which is also in line with recommendations of the last SC meeting and stakeholder meeting in Cunene Province. In conformity with the detailed recommendation in the MTR report, UNDP CO is seeking permission from the Regional Office to allocate an additional up to $630,000 from budget lines 24 and 29 for improving access for communities to water

MINAMB, UNDP 2019/12 Completed After supporting the rehabilitation of 8 water wells in the Cuvelai river basin during 2018 that helped to improve water access to more than 22300 people and their livestock. The Director of the Project decided not to allocate more resources of the project to support the activity, because due to the extreme drought experienced in Cunene during 2019, the Government and other donors like world bank were investing a lot of financial resources to do this activity. Therefore, instead of rehabilitating more water wells, it was approved the implementation of activity to improve sanitation and hygiene in the communities, which complement the access to water and it was very much needed in the communities to improve their health and wise use of water and water potabilization methods. Prove of that is that a public context was launched and ended hiring in July 2019 the Lutheran World Federation to implement the Snatiation and hygiene activity. They began their work in July 2019 and it is expected that they improve sanitation and hygiene of 27323 people of 8 communities from 3 municipalities. History
6. Recommendation:

The project needs a "tailor made" M&E tool with clear protocols and procedures to oversee the contracts, including a participatory tool were the final beneficiaries can be involved in the process

The project has regularly communicated about its activities, including through national media (tv), but will put additional emphasis on local communications now that impacts on the ground are becoming visible

UNDP, MINAMB 2019/12 Completed During the second quarter of 2019, it was launched a public context to get assistance to prepare and conduct a public radio program about the main project activities and thematic areas including key messages to the population. After the evaluation of the proposals received, the NGO “ADPP” was hired to prepare and conduct 72 small radio programs to be conducted in the 2 local languages of Cunene in order to improve people understanding of acting to build climate resilience and improve disaster risk reduction and management, as well as, emergency response. ADPP began working in July 2019 and it is still preparing the radio programs that will be announced in Radio Cunene. In addition, in the last quarter of 2019 a Term of Reference was prepared to create an online GIS prototype to help visualize the different project interventions as part of the Outreach Strategy. 8. Recommendation:

Project Board and/or Steering Committee should take strong measures to assure that their decisions become effective at institutional level and on the ground
